Finally, got it. The whole thing was my encryption setting. For some reason my laptop will not connect with the GNEX hotspot using WPA -2 Personal security settings. I kept getting an error that there was a pass key mismatch, even though I'm sure I was entering the same PW, no cap lock, etc .
Don't know why. It works fine on my home network. However, I switched security on my hotspot and laptop to WPA - TKIP......and can connect. I don't use the tethering often, only when I'm traveling and trying to avoid using a hotel/ or other public network. I guess the tethering has not changed at all.

I just got the update to 4.2.2 overnight and the tethering has worked with two devices so far (Nexus 7 and iPad 1st gen) so your case may not be an issue with the4.2.2 update it seems.
What type of security do you have setup for the wireless network? I have an IT issued laptop that will simply never connect to my hotspot if using WEP or open (no security). I have not had any issues moving to WPA2. Were you able to connect without a hitch in the past?
