Q2. Is there a main phone setting that can disable all apps pull down to refresh in Samsung phone?

Unfortunately there is no way to disable it in Chrome. There used to be a hidden setting for that, chrome://flags/#disable-pull-to-refresh, but they removed that. If this gesture bothers you too much, you could switch to Samsung Internet or Firefox, both of which allow you to disable pull-to-refresh. Firefox would also allow you to sync data to the desktop Firefox version, if this is the feature that prevents you from completely switching to Samsung Internet.
