disabled by administrator, encryption policy, or credential storage

I am running marshmallow on a g3. My lock screen options are greyed out with the message "disabled by administrator, encryption policy, or credential storage".

I have followed the steps in a previous thread.
cleared credentials, removed admin privileges, there are no vpn's or device encryption.
There must be something obvious that I am missing.

Do you have a corporate Exchange Server email account setup? If so, the Exchange administrator may have set a security requirement.

no, I only have a gmail account setup in the gmail app. thank you for the help though

What apps are device administrators? For example, Android Pay requires a secure lock screen.
