Disabling In-App Purchases

Is there any way or application to lock in-app purchases? My 5 year old just bought 200,000 coins for $10.95.

I like the idea of in-app purchases, but there needs to be some way to disable them. I would be happy to have to login or enter a pin.

I found an open within Gingerbread to require a PIN. Not sure that includes in-app purchases or not.

I could not find the same option with Honeycomb.

People mentioned that they removed their credit card info from Checkout. Does this help or does it charge it on your cell bill?
