Where do I agree to the vpn option?

in the walk through setup,i tried PDA net,like i said before if you're on the shared everything plan hotspot is unblocked,this could be your problem,there was no real trick to installing or setting it up.
 
If I was on the shared everything plan then I wouldn't need foxfi.. As I posted earlier, I am on unlimited data plan..

Then is most likely blocked unless you pay for it as it still uses the hotspots setting in the options you could try to root the phone or use a custom rom

What do you mean by "install the certificate" ?

I downloaded the free version for the first time. It asked me to install certificate and then setup pin lock then accepted foxfi to use certificate and now it works. I have 4 gb of data to use.

Maybe try this. Go to settings then select security. Scroll down and select clear certificates. Uninstall and install foxfi. That may do it for you.

I have installed both Pdanet and Foxfi on both the DNA ( not rooted just stock ) and my tablet and it works fine. to use with bluetooth
On the tablet ,go to Settings, turn wifi off, turn bluetooth on.
On phone open Foxfi, activate bluetooth, at request permission answer Yes,
On Tablet Pdanet click Connect, check I trust, then ok
this works fine on mine
