Is there another way to change the DNS server on Android 15 than using one of those apps that seem more like a VPN...privacy and performance concerns. I have added a "private DNS" entry under "Network and Internet" but I don't know if that does anything.

There's also a setting in Chrome. Open Chrome, then tap the 3-dot button at the upper right, then Settings>Privacy and Security>Use Secure DNS. You can select "Choose another provider" there. If you don't use Chrome, then look in your browser of choice for a similar setting.
