Do downloaded apps get installed to the SD card?

When you download an app, does it give you the option of installing to the phones memory or the SD card, or does it only install to the Sd card? I ask because I remember with an old WinMo phone I had that you could install apps to the card, but they ran slower than if you put them in the phones memory.

One more question...What;s the best way to back up your phone that would include settings you have made as well as how your home pages are set up?

2.2/froyo will allow this. 2.1 does not, though some apps us sd card space for tmp/cache/data storage.
