Do latest versions of stock Androids have a built-in podcast app, similar to iOS and Windows Phone?

A 'skip' forwards/backwards button is the crucial distinction, as compared to the regular fast forward/rewind button in the music player.

An attached screenshot of the stock Android podcast app would help, if there is any. I couldn't find it in Google.

No there's not a built-in one, but plenty of options on the Play Store....I personally prefer PocketCasts. You can even customize the amount of time you want it to skip forward/back.
