Do location requests turn your locations on or off?

I've been reading that when an app requests access to your location, it's can turn your locations services off is you don't allow access? Is that true? I am asking because my location will just be turned off by itself and I don't understand why. I don't go into my settings to turn it off and I'm wondering if it has to do with apps.

Before I updated to Marshmallow, Car Mode would activate GPS on my phone and would not inform me that GPS had been activated.

I just checked and it requests permission in Marshmallow.
