Do not disturb permission menu

Does anyone know what this menu actually does? Because this seems to be different to the do not disturb schedule toggle found on the pull down screen.

It enables access to the Do Not Disturb option (the one you see on your toggles). Basically lets apps enable/disable this mode, which makes sense for Digital Wellbeing.
