Do PORTABLE chargers work on Samsung J3 phones?

I have two different portable chargers. One is brand new. Both portable chargers are not working on the Samsung J3. I have tried using the original power cord and another charging cord. Both work fine in the Wall charger, but not the portable chargers. (When I plug the chargers into the J3, there is no buzz or lightening bolt indication that says it is charging.)

I have tested both portable chargers on other iPhones and they work fine (buzz & indicator visible).

Do portable chargers work on the J3? My wireless carrier is Vtel (in Vermont). Does the carrier have anything to do with this?
 
You don't test an Android charger on an iPhone - the wiring may be different.

The wall chargeris called a portable charger so, as B. Diddy asked, are you talking about a power bank or something else?

(The source of charge should make no difference - the J3 takes a 5 Volt charger, so any charger designed for Android, with a microUSB plug, should work.)

I am referring to a powerbank. Specifically, I have a Ravpower 10,000 mAh. I have the Ravpower fully charged. I have the original power cord that my son uses to charge his Samsung J3. I am trying to use that original cord in the Ravpower 10000 to recharge it on-the-go. However, using the Ravpower 10000, it does NOT buzz/indicate that it is charging when I plug the Samsung into the Ravpower. I tried a second new cord (non-original) and it does NOT
buzz/indicate charging either. Both cords work fine when plugged into the wall. So, to test the Ravpower 10000, I got my iphone and iphone cord to see if the Ravpower 10000 can power my iPhone, and it does. So, I'm thinking it is not the Ravpower supply, it is an issue with the samsung J3 phone. The only unique thing about the Samsung J3 is that is a phone setup through our telephone company (Vtel) and the carrier service is new through Vtel (not ATT/Verizon/etc).

eta: Yes, there is a power button on the Ravpower. It doesn't matter if it is on/off. It doesn't indicate charging Samsung when on or off.
 
What types of USB ports does it have? If it has both USB-C and USB-A, then (a) does this only happen if you're plugging into the USB-C port, and if so, (b) are you certain the USB-C port actually charges, and isn't just used for input? I have a Samsung powerbank with USB-A and USB-C port, and the latter is used only to charge up the powerbank.
 
Thanks Mike Dee. Ahhhh!! I tried this and FINALLY...it charges!!! Never thought to power down the phone to charge it. Seems inconvenient, but at least it works. Thank you.

If you turn it on while charging does it stop charging? I imagine it does stop but I'm just curious.
