I have read where the S8 has Bluetooth reconnection problems. Is this a systemic problem with the series of events Samsung?

No, it's just Bluetooth has Bluetooth problems. Wifi isn't immune either, some chipsets don't work with others well.

I use Bluetooth with Samsung Flow daily. No issues at all connecting. That's my only Bluetooth use though. S8 Plus

The connection to my bluetooth headphones (Sony extra bass) gets choppy when i have my phone in my jacket pocket. If i have it out in my hand, the connection improves. That is the extent of the bluetooth problems i've experienced with the s8

same. if I'm walking with my phone in my purse or work bag the Bluetooth starts skipping like a CD , but once i take it out it's fine.

You guys might be experiencing Bluetooth interference (I haven't experienced it on my S8+) due to metallic objects (keys for example). That's actually pretty prevalent with other devices as well. For example, my Nvidia Shield remote experiences weird sync issues due to metallic USB 3.0 connecters/external HDD noise.

One thing that might help is to unpair and repair the bluetooth device again.
