No, it's on as soon as you enable it. You turn it on or off manually at anytime.

I leave it on all the time, only way for the phone to last mea fully day. I think it's probably time for me to get a new phone.

Leaving it on all day makes no difference for me on my phone... Still drains the same

Leaving Bluetooth on all the time doesn't drain that much battery.
