Even after I force stop the factory camera app... It still restarts. Why? Is it takin videos or pics?

Your going be chasing your tail with this.
If you have a issue where the camera pops open on its own like your taking a picture thats a different story .
You should let andriod do its job at handling these things , there a reason it does for faster app start ups when exiting out but if your so set on this then go to developer settings turn background process off, this method u can't select which apps but expect sluggish app start ups or crashesthere is no such problem
Did you post previously with another account, and then cancelled that account? It seems that we've answered these questions already. Certain apps may be opened into RAM automatically by the system to allow for quicker and easier app switching. This is normal behavior for the system -- it's not malicious. Android is not like Windows, where empty RAM is more advantageous. In Android, empty RAM is more like wasted RAM, so the system likes to keep RAM relatively full with cached apps, to allow for more efficient switching.
Why your Camera app requires Phone permission is unclear. It might have to do with the manufacturer. If you're the same person as the previous poster whose account was cancelled or banned, then you mentioned you have an Intex Aqua on Android 7. Older Android versions didn't allow the user to pick and choose permissions in as granular a fashion as you can in later versions. Also, I wouldn't put it past off-brand manufacturers like Intex to either code their apps poorly or throw some questionable things like adware into their phones.
