Yes there is lag, at least on mine. I notice it when the phone is sleep, I wake it up and it takes a few more seconds for my widgets to appear. I also notice a slight stutter when flickering through the app drawer.

I just got mine last night and it moves lighting fast. I haven't really noticed any stutter at all, I was all set to disable stuff but instead I have everything on and it works great.

My phone lags when in transition and so does my friends S4. It is actually very annoying specially for a new device. Also S voice navigation does not work. When I ask S voice to navigate home or office it asks me to go to settings and set my home and office address even though its already set up. Another bug I have is wifi picks and chooses where to connect. In some places it connects in some places it says authentication error even though all other devices can connect. Not sure if I can keep S4 with this bugs.
