Does Google Map Navigator charges any fee??
I know it is free to download but is it free to use it too?
or does it charge air time or data??

Compeltely Free to use. It does pull down the maps over the air so there will be data usage but I don't think you would go over the data limit to incur any extra charges.

Verizon data is unlimited, even if you see something about a 5GB cap, it's really unlimited.
