does my s4 gt i9505 need to be unlocked for custom rom to work

Hi all ive just got a s4 gt i9505 locked to EE uk network and ive managed to successfelly root with odin and install clockwork recovry and when i install a custom rom ..e.g cm 5.1 lolipop it just hangs on booy after install no rom will work so im thinking does my ee locked phone need to be unlocked before this will work as my s3 unlocked has no probs installing roms

SIM locking has nothing to do with a custom ROM or rooting.
