Does Nougat update have power saving mode simple on and off

[AC Question]

When you turn on or turn off power saving mode a pop-up takes over the entire screen and closes my app. It shows estimated battery life and shows you what you turn on and off. If I'm in Instagram and I turn it off, the pop-up takes over the entire screen like an app and then closes to home closing Instagram annoyingly as well. Is there a way to just simply tap it on and off with out the entire screen pop up?
