Question Does reflashing an android completely remove all malware

If I bought a used pixel that had custom firmware from the previous owner. Would a reflash remove everything including bootloader malware

Hypothetically speaking as googles phones are the easiest to root and install custom os' on. I want to make sure my phone is secure running the stock operating system.

Yes reflashing the stock firmware will remove custom firmware/Root/ everything will be back to stock.
