Does S-Voice work when not in the app itself?

I tried to access S-Voice by saying Hi Galaxy, but it seems it only works when in the app itself. Is there a way to access S-Voice without hitting the Home Button twice and not being in the app already? Just want to be able to say "Call "......", without having to hit the home button or have the app open and running. Not sure if it's possible or not, just wondering.
For some reason while driving today I was trying to access the S-Voice to make a call and nothing happened when I hit the Home Button twice. Tried numerous times. Seems silly to me that I would have to say "HI Galaxy" to wake her up, when I'm already in the app. App works without saying that anyways. I thought you could just say that when in home screen or when phone is locked and she would wake up and dial what she is told. I use to use Voice Commands a lot on previous phones, always had to hit the home button, but since didn't work the times I tried in my car today, wanted to know another way to access the S-Voice.
 
In the settings for s-voice you can make it so you can wake "her" up at any time but you have to turn that setting on. You can also change what you say to wake the app.

Once in s-voice hit the menu button and it will allow you to enter settings. Having the always active or always able to activate on may drain your battery as it is always running in the background.
