Does the "Caller ID & spam" option block spam by default or do you have to add them to blocked list?

I have noticed that sometimes my phone will ring very briefly, I will see it pop-up a number and even cause an alert on my Garmin watch, then when I look at my history there is no record of it. There is no missed call notification either. Is this the spam feature blocking it but a little delayed so it rings for a sec? There are no numbers on my blocked list.

According to the support doc from Google, it doesn't mention any blocking unless

The callerID is sent between the first and second rings, and the phone has no way of identifying the caller until then - so you;ll usually get at least part of the first ring. (The actual 'ring' in the system and the ring on your phone aren't always in sync.)
