Does this matter in a charger?

I just bought a nexus 10, I got a really good deal on it and I'm so happy. I'm getting one of the pogo rechargers and I noticed it doesn't come with the actual block that plugs in to the wall (I don't really know the name). Does the block matter? For example, if I have an iPad charging block, can I just use that and connect it to my nexus 10 charger or my HTC one charger and charge as fast as the charging block already provided?

It depends. As long as the device recognizes your charger as providing as much current as it's rated for, it will charge as fast as it can. Whether or not your device can do that with any given charger depends on how the charger "shows" that it's a higher current charger rather than a lower current USB port and how your device "recognizes" higher current chargers. There are a couple different ways that's done, so you're probably best off asking about each specific device/charger combination.

I've read the HTC One can be kind of finicky about what it recognizes as a higher current charger. I'm not sure how the Nexus 10 handles it, though.
