Does "Timer" exists in Android Phone?

I heard that many electronic device would set "timer" which force you to fix or buy a phone after using for a certain time. Does anyone has experience on that?
 
What the OP is asking is if manufacturers secretly make their devices have programmed obsolescence, so that they purposely start slowing down around the time a new device comes out. The article I linked previously debunks that urban myth.

Oh, I didn't think you were disagreeing. I was mentioning my previous link more in response to the OP's followup posts. Sorry I wasn't more clear on that.
