Download APP on Google Play Store with error “Something went wrong. Try again.”

My APP is upload to Google Play Store.
The APP's min version is API21(Android5.0) and target version is API29(Android10).
I use a phone which is Android11 cannot download the APP, but another phone which is Android10 can download the APP.

When I press the download button, the error message shows "Something went wrong. Try again." with the Android11 phone.

I have tried the suggestion on the official website to clean the cash of the Google Play Store and restart the phone, but it still cannot download the APP and just popup the error message.

What is the problem I am encountering?
