I've heard so much about this. Please, where can I find this in my Settings. I'm on the AT&T network (I just found out how to get the 'Developer Options' on my phone).

What do you want to know about download booster? It basically uses your WiFi + LTE connection at the same time.

In my verizon settings it is located under "more" in the wireless and networks section at the bottom of that section.

At&t removed this feature from Samsung phones from what I have read. Hopefully they change course some day but don't hold your breath.

You would think they would leave it in to encourage data usage but I can see how they might want to keep a handle on the network load.
