I was wondering if I can download my Google books on the Google play store on my phone instead of keeping it on the Google play store.

Welcome to Android Central! Yes you can. Open Google Play Books, swipe in from the left, tap My Library, then tap the 3 vertical dot menu button associated with the book in question.
