Download requires storage permission

Hi, I have a Samsung Galkaxy S10 plus. Try as I might in app permissions and anywhere else I've been directed by helpful YouTubes or Samsung directions, my phone simply will not let me download files. Not from websites, not from purchased programs, not from email attachments, not from Facebook or Messenger. It always comes up with a stupid message at the bottom in a black bar that says: Download requires storage permission. I'm not a technophobe. I've followed given potential solutions to a tee, but so far nothing has changed. And my phone is my work horse. I really need this to work. Thanks for any help you can offer. Once a message also popped up that said I had no app to perform this function (as in download files). I can download images from anywhere. Just not files.
 
Go to My Files app and long press the icon >tap info>scroll to permission and allow

Otherwise go to settings>apps>3 dots upper right corner tap>special access tap>go to all file access and make sure most are toggle on

Hi there, and thanks so much for getting back to me. I just signed up to the forum. I did as you asked with the first option, and just how it always happens when I get into permissions it says that download of all files is allowed. The only option I have there to change anything is to toggle "Media files only". But I obviously cannot download all files, as per my original question. The second option you mentioned I tried to check out but couldn't find a tab that says "special access" in my settings. There is Accessibility but that's something different. Inevitably I always end up with download and app permissions and it always tells me that no permissions are denied. Which is obviously not true but I simply haven't found a way to figure out how to make it so. I wish I could send you Screenshots of what I'm seeing but I don't think there is such a feature here. I've never had this issue on any phone I've owned and this is a pretty high end phone and I'm curious as to why such a simple thing as downloading files, attachments or l document links posted to me by friends is such a big hassle. It should be straight forward and simple. Click and done.
