I've been dealing with this problem for a couple days now and not sure where else I can go for help.
I have a One Plus One:
My issue:
I had to do a factory reset on my phone. Now Google Play is not showing up as an app so I use it from the web browser. When I download the app, it says "Your app will install shortly" but then nothing installs and nothing happens. I check my apps and it doesn't show, I check my apps under settings and it doesn't show. But, when I look on Google Play, it says that it's already installed on my device. I'm not sure what else to do. All apps I've downloaded via Google Play shows up on my Google Play account.

I bought this phone via Craigslist. It was working perfectly until I had to update from CyanogenMod Version 12 to 13. After that, I had issues with "Google Play Services" popping up every minute. Long story short, I had to reset the phone and it seemed to solve that bug. Now I have this issue.
Any help is very much appreciated.

- I've allowed "Unknown Sources" to install
- I've factory reset the whole phone.
- I've gone under settings within Apps and toggled "show system" and "hide system
