Downloaded Google Play Radio Stations still use data

I download a lot of playlists and albums to save my data. Recently I started downloading radio stations but they use a lot of background data. For example after one day using the station Google will only use .02 GB in the foreground but the background usage is .08 GB. I will test further but so far it looks like this is only a radio station issue. Any ideas?
