Welcome to Android Central! Does this happen on both wi-fi and mobile data?

Try going to the App Manager, select Google Play Store, and Clear Cache/Clear Data, then Force Stop. Do the same for Download Manager. Now try again.

If that doesn't work, try going to Settings>Accounts-Google, select your Google account, and remove it completely from the phone. Then add it back again, and see if that helps.

I can't update or download anything and I've done everything it also says troubleshooting code 491 I've tried clearing cache and clearing data and it still won't work please help me out thanks

Welcome to Android Central! Can you confirm that you cleared cache and data from both the Play Store and Download Manager apps?

Ive tried all the steps mentioned here and at https://support.google.com/googleplay/answer/7512202. I have an ASUS ZenPad 3S10. Everything was working fine and play store has been updating for a few days no problem and then stopped. This is the second Asus ZenPad that has done this. My note 8 works just fine and none of my notes have had this issue ever. Is it just an issue with the ZenPads?

Tried all of this, cleared cache, cleared data, uninistalled Google Play updates, I even wiped the cache partition in recovery.

I can't download new apps. I can't update current apps. It just sits there with Downloading...

I'm at a complete loss.

Apparently this has some thing to do with the Auto Start Manager in the Mobile Manager on Asus Zenphones.

I'm not entirely sure what I did, I did a lot of things, but it seems to be working now.

Start Mobile Manager, Go to PowerMaster, and then Auto Start manager. Then I'm not really sure what I did specifically to make it work. I disabled all of the apps in one of the sections, may have restarted, re-enabled the apps, may have restarted again. At any rate, it started working after I fiddled with this.

In case someone with an Asus phone runs into this issue, hopefully something here will lead you in the right direction.

Seems strange, but it worked for me.

I think it was preventing something that Google Play needs from auto starting and flipping the switch on and off reset this. But unfortunately I can't give you any more specifics.

Hope this helps someone.
