Can anyone tell me how to download files from my pc to the scandisk in my droid bionic?

If you don't want to remove the sd card, then simply turn the phone on and plug the USB cable into the computer. It should be recognized as an additional drive in the My Computer listings on your computer (I.e where you find the listing for the various lettered drives. Then you can use the Windows explorer to move files around like you would any other file on the computer.

ok I hooked up the usb cable copy the files to the removable ..which i asume was my droid bionic. now where do i find the files...sorry am totally new on computers and smart phones.

If they are media files, then apps like photo galleries and music players should find them automatically. I don't remember if the Bionic has an OEM file explorer. If not, download something like ES File Explorer. Then you can browse similar to how you do on the computer. Navigate to the folders you put the files on and you should find them.
