I am trying to figure out how to either change the download destination on my at&t fusion from the preloaded downloads app to my sd card, or how to move files from the downloads app to the sd card to save space for the phones internal memory any ideas?

First welcome to Android Central.
If your speaking of the stock browser there is no setting that I know of to change the download location. You would need a 3rd party browser like Dolphin to do that.
As far as moving things from the internal space on the device to sdcard, you can grab ES File Explorer from the Play Store for free and use that to move things. Note: If it is something located in a root level access required area then you will have to root your device to access that area.
