Droid MAXX (new from factory)... Is it locked?

Motorola sent me a replacement Droid MAXX in the mail and I'd like to sell it on eBay.
I'm a Verizon customer and the box, phone and SIM card are branded with Verizon logos.
**The phone has never been turned on.**

I'm trying to figure out if the phone's locked or if it's worth it for me to unlock it before selling it.
I've tried to look up the IMEI number on IMEI.info, but their database doesn't have the number yet. (checked it several times)

My goal is to optimize the value of this phone, so should I sell it (having never turned it on) or should I turn it on and attempt to unlock it (if it is indeed locked)?

Honestly, my gut tells me this phone is locked to Verizon, but I want to be sure before I sell it.

It should be factory sim unlocked, but might not support all the bands, depending on carrier.
