Will different apps remember the choice of browser I choose....

Yes. Just make sure to select "Set as default app" or "Use Always" the first time you click a link.

If you set as default normally it will default that browser to all the apps... I haven't tried it on Lollipop yet...
but read somewhere that Google voice will give you that capability..

No, the default is based on the file type. If it's a link, it'll use the default browser. It's not on an app to app basis, it's on a systemwide basis. The same as Windows, Mac and Linux.
