Droid ultra only charges when turned off

Wife's Droid ultra was working just fine. Half way through our vacation in Italy all of a sudden her phone stopped being able to charge while on. If I turn off the phone it charges just fine.
The only changes on the phone was she allowed 4.4.4 to be installed. I can not remember if we tried to charge it while on after the update.
Thoughts?

Have you tried another charger and cable?

Yes and different cables too. The original charger still works as it charges the phone when shutdown. The charger also charges my nexus 7 tablet just fine too.
It's the ultra that is having the issue.
