Dual led flash?

Only my top flash led lights up when using the flashlight app or using the flash for taking pictures. I thought the light was broken but my cousin has a Inc and his does the same thing. So now I am curious why there are two of then if only one works? Any thoughts?

Both light work when using both flash lite and camera.

I think your phone is defective. Both LEDs should light.
