Dual SIM functionality

I know nothing about dual SIMs. A friend lives in the U.S. and spends two months a year in Mexico. She calls people in both countries. Assume she has a cell service in the U.S. and another in Mexico.

If she's in Mexico and someone in the U.S. dials her ten digit U.S. number, would she get the call? Would there be a charge for being out of the country?

Not unless she was within range of a tower owned by her US carrier.

No more than if she were anywhere else where she could get a signal from her US carrier.

Each SIM works independently. The US SIM is probably of no use in Mexico, except near the US/Mexico border. And the Mexican SIM is of no use in the US. They're separate accounts with separate companies, and one doesn't get calls made to the other.
 
But some US carriers have partners in Mexico and if you are connected through them you likely can receive calls but there might be additional charge if you answer them.
