Why do I have so many settings apps.

More info is required in order for someone to be able to help you. Please provide your phone make/model and Android version at a minimum. It looks like some of your settings may be tied to third-party software separate from the Android operating system.

As for a possible explanation....can you try to reboot into Safe Mode and then check your settings? I'm guessing you have a shady app installed.
