E4 Plus issue/need help

Anyone know why this would happen? On a restart from completely off it goes to the screen to select recovery/tools/clear cache. It's the first screen with the Android mascot on its side and door open to inside.

Maybe I'm not describing it correctly. But I'm sure you know what screen I'm describing.

Have no other problems with the phone, it works great! It's a family members phone. Don't know how long it's been doing it or why.

Yes it will start normally. But if it's shut down it goes to that everytime. My worry is my father in-law is not technologically proficient and I can almost guarantee he will choose the wrong selection one day and then I'm driving 50 miles to restart his phone. Not an over exaggeration, I've had to do it.
