How can I have all notifications silenced all the time
but still be able to have my ringer on?

There could be an app that does it, but you can also go into the calendar, email and text and set notification to silent. The only sound it will make is for a phone call.

Settings >> Sounds >> Volume and turn all faders down except ringertones.

I use an app called Quick Profiles. I have a profile called Night that only has ringer and Alarms enabled, notifications are silenced.
