easy way to lock apps on home screen

Is there a setting to lock-down apps on the home screen so they can't be re-arranged or removed by accident? Easy mode is not really an option because weather widgets don't work in easy mode. If it is makes any difference the phone is an AT&T s3 mini running 4.2 (I think).

I'm not sure if Touchwiz allows a "lock desktop" state. Check through the settings for Touchwiz and see if anything is available. If not, then you may need to install a third-party launcher which does allow this feature as well as backing up your desktop arrangement for future use.
