Editing MP3 Tags and Album Art work

I'm not able to update the ID3 tags and the album art for the songs on my device. I currently am not able to access google music since I reside outside of the US.

You may need to copy your MP3s off your device, tag them and then copy them back. MP3tag is a very nice free editor if you don't already have one.

Is MP3tag a program, or an Android app?
