My email notification will only sound when i have background data. Is there a way to have background data turned off and still hear the sound please?

No. Because that's the point of having background data off. It means your apps cannot access internet if you don't have the apps open. No internet, no emails.

There are options to selectively turn off background data. Just use that. Turn off background data for everything else except emails.

Settings>data>background data>scroll down the list of apps and turn everything off except for email and stuff that you let downloads come through.
