I have 4 POP email accounts set up on my phone but I am never notified when mail is available. I have to fo to the account and refresh.
 
I have a friend with a Fascinate and the same thing is going on with hers. I checked all the settings and everything appears to be set correctly but she still has to refresh to get the emails (a single account). She's on the basic, stock phone, no changes.
 
You might try downloading and setting up K-9 to check your email instead of the stock email program. I don't know if that would help or not but it's free and easy to try.

+1. The stock email app is notorious for not polling servers as scheduled. Many people, including myself, use K-9 for this reason. It also has a few extra features (text selection for copy/paste) which are nice, but the fact that its much more reliable is reason enough to use it.
 
Another +1 for K-9. I'm using a free gmx.com account as a mail collector for my old POP3 and connecting to K-9 via IMAP w/SSL. It's been fast and flawless so far.
 
I have tried just about all of them and finally set up everything via Gmail. I can't find another push email app that resembles how my Blackberrys used to work. It is very reliable and works great. Now, if they can fix the way the groupings are done in Gmail, it could be almost perfect.
