Emergency Mode only after Charging

I have an LG Optimus One that works fine until you charge it. Once you charge it (even if you do so while it is on)when you turn it on you get the Emergency Mode screen. I then have to take the battery out and wait about 5 minutes, put the battery back in, wait another couple of minutes before turning it on. Sometimes I have to do this a couple of times before it will boot normally.

I am runing Android 2.2 and would love to just upgrade to 2.3 or reflash with what I have, but when I plug it into my computer it doesn't recognize the the USB Device. I can't even back it up or transfer pictures.

If anyone has a suggestion I should like to hear it.
