Enable Vibration with Notification sound

I am on Verizon, Android version 5.1.1. I am having a hard time setting my phone to vibrate WITH a sound when I receive a text message. I have been using Taskser since my S4 days, I thought it was maybe something quirky with that. But when I manually;

go into Sound and Notification
Sound mode is set to Sound
various Volume levels are up
under Vibrations and Vib
ration Intensity the levels are up for incoming call and Notification.

Have you tried going into the settings of the messaging app and making sure "Vibrate" is checked under Notifications?

Do you have Power Saving turned on? It looks like the 5.1.1 upgrade borked vibrate in Power Saving mode with a bunch of apps.
