Erratic CPU Frequency!?

Hey guys, just flashed the stock files back onto my Samsung Fascinate, now running 2.3.5 stock and I'm using an app called cool tool to monitor my phones CPU usage and freaquency to gain some concept of normal levels before I root/overclock it. As of right now my phone is jumping between 100MHz and 1000MHz and 18%-50% usage while sitting idol with only background apps (Beautiful Widget Home Weather/Clock and messaging) running. Theres a setting that allows me to see the most resource-intensive process and it is system_server it also shows something labeled as ds.cpuoverlay. Is this normal and if not any ideas on what is causing it. 100Mhz seems fine, but if I'm randomly jumping to 1000 something must be up right?

P.S. I know this is already under the Samsung Fascinate Section, but I figure double posting may give me a chance to get in contact with someone that knows what they're doing, but may not check the fascinate section.

Sorry to double post, but I'm hoping to keep this thread active, I'm hoping to root and overclock soon, but pushing 1000 mhz with a stock OS concerns me. Hope I can get a response soon! Thanks guys!
