Good first step. Plenty of other regulating they could do. Set price caps, Stop monopolies, But, guess you gotta start somewhere.

Also look at the quality of other utilities, especially the electrical grid. They can barely keep up with demand in places due to pricing regulation, while Internet access is constantly improving. Pick your poison, because you can't have both a price capped utility and modernized distribution/access.
