feb security update won't install

Bought a used nexus 7 on amazon. Got it and started updating. Everything went fine til i got to the feb security update. it says it downloaded and verified so i hit for it to install. it sits for a while installing, eventually it goes back to download the feb security. i wiped the cache partition, it made no difference any thoughts ? thx

First thing I'd do with a second hand is flash the factory image and make sure there's no software in the device which could cause any kind of problem..

ok, it looks like they reset it. i will look into doing that. I've never done that before.

Who's to say it carried a factory image and not some adapted image.....
