Fi version Nexus 6 Hangouts and SMS not sending.

I have a Fi Nexus 6 and two weeks ago, any text sent via my GV ported phone number have not been sending out. It shows they have been sent, but friends don't get the text. I have FDR, cleared cache, disabled the apps, logged out of Hangouts online and in the phone. Switched carriers, thought it may be a Fi issue. I can send messages to people that use hangouts, but not to those who don't. Have had Fi working on the issue, but no luck so far. Switched to T-Mobile hoping it was a carrier issue, switching back to Fi. Fi has all the data and bug reports and I really can't go through T-Mobile texh support on this as it seems to be a Google issue.

Note: I did great a new Google Voice number to see if I could send out texts on that. It works fine.
